<li>Percentage of employees given a raise upon return from maternity leave;</li>

<p>French companies, in conjunction with public stakeholders, are accelerating the implementation of the future European digital identity. To this end, France Titres, an operator under the Ministry of Interior, and a collective of ecosystem companies have signed a Memorandum of Understanding to support the successful deployment of the European Digital Identity Wallet (EUDI Wallet) in France. </p>



<p>The EUDI Wallet will enable secure storage and sharing of identity credentials and attributes within an interoperable European digital environment: it forms the foundation of a trusted digital identity for citizens and businesses.</p>



<p>Under this memorandum, the signatory companies notably commit to adapting their processes and solutions to make them compatible with the requirements of the EUDI Wallet, and to prepare for the transition to a &#8216;wallet-ready&#8217; ecosystem, in anticipation of the planned launch in 2027.</p>



<p>For its part, France Titres commits to regularly informing companies of regulatory developments, technical specifications, and ongoing European work, and to ensure that their feedback is taken into account to ensure the best alignment between the proposed solutions and market needs.</p>



<p>A structured dialogue is fostered with the representative bodies of the sector, and ID Campus provides a privileged space for dialogue, experimentation, and interoperability testing to support deployment. </p>



<p>Angers Loire Métropole, a recognized experimentation territory for trusted technologies, supports this dynamic by offering a favorable framework for innovation and the deployment of concrete use cases.</p>

By joining forces with 15 partners across six countries, we are helping shape the future of trusted digital identity in travel.</p>



<h2 class="wp-block-heading"><strong>Tackling a growing challenge for Europ</strong>e</h2>



<p>The number of people crossing Schengen borders has been rising steadily for over a decade, driven above all by leisure travel. Building bigger airports, ports or land crossings is not only costly but also unsustainable, while longer queues would hurt the economy and frustrate both travellers and border guards.&nbsp;What&nbsp;Europe needs&nbsp;is a new way of crossing borders; faster, smoother, and still fully secure.</p>



<h2 class="wp-block-heading"><strong>CarMen: biometrics on the move</strong></h2>



<p>This is the ambition behind&nbsp;<strong>CarMen</strong>, an EU-funded project that brings together 15 partners across six countries, including ISEN YNCREA (FR), the Home Office (UK), the French Ministry of Interior (FR), Center for Security Studies/KEMEA (GR), Hochschule Darmstadt (DE), CLR Labs (FR), Idiap Research Institute (CH), Thales (FR), Notitia (HR), CIVIPOL (FR) and Brittany Ferries (FR). CarMen will explore how to make border checks work in real life with&nbsp;biometrics on the move; from pedestrians to cars, coaches and trucks. It will also demonstrate the benefits of&nbsp;<strong>Digital Travel Credentials (DTCs)</strong>&nbsp;and integrate behaviour analysis to detect anomalies, ensuring that speed never comes at the expense of trust.</p>



<h2 class="wp-block-heading"><strong>iDAKTO’s contribution:&nbsp;</strong><strong>Enabling DTCs with iDCluster</strong><strong>®</strong></h2>



<p>At iDAKTO, we are contributing as technology provider with our&nbsp;<strong>iDCluster® platform</strong>&nbsp;at the core of this effort. Fully aligned with international standards&nbsp;such as&nbsp;OpenID4VCI/OpenID4VP and ISO/IEC 18013-7, iDCluster® enables secure provisioning of DTCs into mobile applications and ensures trusted data exchanges at scale. Built on a micro-services architecture and deployable on private or public clouds, it combines flexibility with security by design, while guaranteeing GDPR compliance and giving users control over their personal data.</p>



<h2 class="wp-block-heading"><strong>Impact for the industry and travellers</strong></h2>



<p>The impact is twofold. For the&nbsp;industry, CarMen offers a scalable, interoperable path to handle ever-growing traveller flows without costly infrastructure expansion, while reinforcing fraud protection. For&nbsp;users, it means shorter waits, a document-free journey, and the reassurance that privacy and consent are respected at every step.</p>



<h2 class="wp-block-heading"><strong>Towards seamless and trusted travel</strong></h2>



<p>Set to run until 2027, with final trials at the port of Le Havre, CarMen will bring this new generation of border management into practice, demonstrating that smoother crossings and stronger security can go hand in hand. By joining the project, iDAKTO is making trusted digital identity the key enabler of tomorrow’s travel experience.</p>

<p>iDAKTO is proud to join APTITUDE (Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem), a European large-scale pilot bringing together 115 partners from 11 EU Member States and Ukraine.  </p>

<h2 class="wp-block-heading">France Identité : a Sovereign Digital Identity Designed for Everyday Use</h2>



<p>The European eIDAS regulation paved the way for the creation of a sovereign digital identity, which France began rolling out in 2022. This identity takes the form of the France Identité mobile app, whose adoption accelerated sharply from 2024, the year it was extended to all holders of an electronic national identity card (CNIe). To further encourage its use, citizens can even request an early renewal of their identity card to obtain the new-generation CNIe, equipped with an NFC chip.</p>



<p><br>In practical terms, the France Identité app allows each citizen to create their digital identity using their CNIe and a personal code chosen during enrollment. This digital identity then becomes an essential tool for carrying out many everyday tasks securely. As a true digital public service, France Identité facilitates daily activities, which can be grouped into three main categories:</p>



<ul class="wp-block-list">
<li><strong>Online Interactions</strong>: complete <strong>over 1800</strong> administrative procedures remotely via FranceConnect. Examples of services accessible via FranceConnect: CAF, Ameli, taxes, retirement services, etc. </li>



<li><strong>Face-to-face Interactions</strong>: present your driver&#8217;s license or vehicle registration during a roadside check, prove your identity during checks on TGV INOUI and Intercités trains, etc.</li>



<li><strong>Secure Attestations:</strong> generate a secure identity document in PDF format, electronically signed by the Ministry of Interior. This feature replaces photocopies of identity cards, reducing the risk of identity theft. Examples of uses: opening a bank account, housing rental application, driver&#8217;s license application, etc.  </li>
</ul>



<h2 class="wp-block-heading">Securely Proving your Identity with France Identité</h2>



<h3 class="wp-block-heading">A Sovereign and Secure Digital Identity</h3>



<p>Issued by the Ministry of Interior, France Identité can provide a digital identity referred to as “high-level” in the sense of the eIDAS regulation, thanks to the network of town halls that reliably validate the link between the citizen and their CNIE. It is notably through the cryptography of the card&#8217;s chip that the application guarantees the highest level of reliability in verifying citizens&#8217; identities. Furthermore, the French sovereign digital identity relies on three main security mechanisms to limit fraud:  </p>



<ul class="wp-block-list">
<li><strong>Strong two-factor authentication.</strong> To access online services via France Identité, citizens must authenticate using their smartphone (lock code, facial recognition, or fingerprint). For more sensitive uses, reading the electronic national identity card combined with entering the personal code is required<strong>.</strong> </li>



<li><strong>Unique link between the France Identité application and the person</strong>. Upon enrollment, the France Identité application is linked to the citizen&#8217;s account. They can deactivate the application remotely at any time, especially in case of device theft.  </li>
</ul>



<ul class="wp-block-list">
<li><strong>Citizen control over data sharing</strong>, who views and validates information shared with third-party services via the France Identité application. No data sharing with third parties can therefore be carried out without the user&#8217;s consent. The citizen retains control over their personal data.  </li>
</ul>



<p>All these mechanisms reduce the risks of abusive exploitation of personal data and contribute to the fight against identity theft.</p>

<h3 class="wp-block-heading">Identity Certification, a Prerequisite for Sensitive Uses</h3>



<p>Citizens also have the option to have their identity “certified”. During this step, a town hall agent verifies the user&#8217;s identity by comparing their fingerprints with those contained in their identity document.</p>



<p>This certified digital identity is essential to achieve the highest security level, access FranceConnect+, and complete certain procedures that previously required face-to-face identity verification. Thanks to this certification, citizens can, for example, establish a voting proxy entirely online. They can also, via FranceConnect+, access sensitive procedures and services such as purchasing training on MonCompteFormation or applying for MaPrimeRénov, which require enhanced protection.  </p>



<h2 class="wp-block-heading">France Identité: What to Remember</h2>



<p>Praised by millions of citizens, the France Identité application aims to integrate new documents, such as the voter card or student card, to make digital identity even more useful in everyday life. The result: simplified procedures and easier adoption in strategic areas such as banking, transport, and health. </p>



<p>With the EUDI Wallet in sight, France Identité will lay the foundations for a European digital identity wallet, ensuring secure and transparent access to public services across Europe.</p>

<h2 class="wp-block-heading">Online Identity Theft, a Very Real Risk</h2>



<h3 class="wp-block-heading">What is Identity Theft?</h3>



<p>Identity theft is defined as the use of one or more pieces of data to identify a third party, usually with the aim of carrying out fraudulent commercial, civil, or criminal actions. According to articles 226-4-1 and following of the Penal Code, identity theft is a criminal offense. </p>



<p>Identity fraud is considered &#8220;multifaceted,&#8221; as it affects individuals, as well as businesses, local authorities, administrations, banking institutions, government agents, etc.</p>



<h3 class="wp-block-heading">How Does Online Identity Theft Work?</h3>



<p>Fraudsters use a variety of increasingly sophisticated techniques. Among the most common, phishing involves posing as a trusted third party to trick the internet user and encourage them to provide sensitive information, such as login credentials or civil status details. </p>



<p>In addition to this, there are more technical methods, such as document falsification or manipulation of images, voices, and videos, made more accessible thanks to artificial intelligence tools. These processes are particularly used to bypass identity verification mechanisms. </p>



<p>Another major vector of fraud relies on massive data theft. This information, often resold on the dark web, comes largely from subcontractors of services to which users have entrusted their personal data, without real control over its dissemination or the uses made of it. </p>

<h3 class="wp-block-heading">What are the Risks Associated with Identity Fraud?</h3>



<p>Impostors can exploit a stolen identity in multiple ways, with potentially serious consequences for the victims: subscribing to financial services (opening a bank account and taking out loans, for example), opening phone lines, benefiting from social benefits in place of the real holder, committing reprehensible acts and making the person whose identity has been stolen liable for fines, damaging their reputation, etc.</p>



<p>On average, a French person has been affected by a data breach about 10 times, one of the highest rates in the world<sup data-fn="399dddc5-c0ec-4bdb-9742-c41f424de696" class="fn"><a id="399dddc5-c0ec-4bdb-9742-c41f424de696-link" href="#399dddc5-c0ec-4bdb-9742-c41f424de696">1</a></sup>. And nearly 210,000 people have actually been victims of identity theft, with multiple consequences, both from an emotional point of view (time lost recovering one&#8217;s identity, significant stress, loss of trust in digital services, etc.) and financial (cost of damages).</p>



<h2 class="wp-block-heading">Digital Identity, a Solution to Combat Identity Theft</h2>



<h3 class="wp-block-heading">What is Digital Identity?</h3>



<p>Digital identity corresponds to the set of digital means used to identify or authenticate a person online and offline.</p>



<p>The so-called &#8220;sovereign&#8221; digital identity is directly linked to the individual&#8217;s civil status (name, first name, date of birth, etc.), used in the context of administrative or formal procedures.</p>



<h3 class="wp-block-heading">An Instrument of Trust</h3>



<p>In the digital age, proving one&#8217;s identity online can quickly become complex. Physical documents such as ID cards or passports are not designed for this use, and transmitting their copies by email or form carries real risks: loss of control, fraudulent reuse, identity theft. </p>



<p>In light of these challenges, digital identity provides a concrete solution. It allows everyone to prove their identity online securely, without unnecessarily exposing their documents. It is thus considered an instrument of trust, or more precisely, a technological solution aimed at securing authentication and guaranteeing a person&#8217;s identity in digital environments.  </p>

<h2 class="wp-block-heading">France Identité: how Does it Protect against Identity Theft? </h2>



<p>In accordance with the European eIDAS regulation, the French government provides &#8216;France Identité&#8217;, a sovereign digital identity issued by the Ministry of the Interior. Developed in partnership with iDAKTO, France Identité offers the highest level of assurance in terms of identity verification and incorporates enhanced mechanisms to combat fraud.  </p>



<h3 class="wp-block-heading">1. Strong Two-Factor Authentication </h3>



<p>Authentication to online services via France Identité does not rely on a password: citizens do not have to use a username/password combination, which reduces the risks of account theft or phishing. </p>



<p>To allow users to connect to services or prove their identity, the France Identité application uses double authentication combining the following mechanisms: </p>



<ul class="wp-block-list">
<li>“What you have”: smartphone and eID (electronic ID card)</li>



<li>“What you are” (facial biometrics or fingerprint) or “what you know” (secret code). </li>
</ul>



<p>These mechanisms greatly complicate identity theft, even if the user&#8217;s smartphone is stolen. </p>



<h3 class="wp-block-heading">2. Unique Link between the France Identité Application and the Person </h3>



<p>The identity data used by France Identité is not stored on a central server, but on users&#8217; smartphones. This situation reduces the risk of personal information leaks. Since the data is not stored in a database, it is less likely to be stolen.</p>



<p>Another important point is that the France Identité application is linked to a specific device (smartphone). It cannot be used on another smartphone without going through re-enrollment. If users lose their smartphone or it is stolen, they can remotely deactivate the application.   </p>



<h3 class="wp-block-heading">3. Citizen Control over Data Sharing </h3>



<p>No data sharing with third parties can be carried out without the user&#8217;s consent, who views and approves the information shared with third-party services via the France Identité application. This mechanism reduces the risks of abusive exploitation of personal data, and therefore of identity theft.  </p>

<p><a href="https://www.idakto.com/blog/eudi-wallet-security-the-major-challenges-of-trust-and-regulation-identified-by-idakto/" target="_blank" rel="noreferrer noopener">The European Digital Wallet </a>is set to revolutionize digital identity management in Europe, offering all citizens a secure and recognized way to use their identity across Member States. Millions of people will be able to store and present electronic attestations of identity attributes, while public and private institutions can reliably utilize this information.</p>



<p>To ensure the adoption and security of this digital wallet, all stakeholders—citizens, public organizations, businesses, and more—must have confidence that the system is built on strong principles of trust and security.</p>



<p>With this in mind, standardization efforts are underway, and iDAKTO is actively contributing to their development. Below is an overview of how the future EUDI Wallet will function and the trust mechanisms that underpin it.</p>



<h2 class="wp-block-heading"><strong>The different entities and their role in the trust ecosystem</strong></h2>

They must adhere to a high level of assurance (LoA High) and comply with European regulations and their implementing acts. Additionally, they publish lists of compatible wallets.</td><td><strong>Wallet Providers</strong><br><em><br></em>Whether Member States or authorized actors, wallet providers must ensure that at least one PID provider can issue identifiers compatible with their solution. They may also publish lists of compatible identity and attestation providers, allowing users to verify that their data will be recognized by a given wallet.</td></tr><tr><td><strong>Electronic Attestation Providers</strong><br>These entities issue electronic attestations that certify specific user attributes, such as rights, qualifications, or personal characteristics. For example, they can validate a driver’s license, eligibility for public services, or any other verifiable proof needed in the digital ecosystem.</td><td><strong>Relying Parties (Service Providers)</strong><br>Service providers leverage the wallet to offer secure access to their platforms. Acceptance of the wallet may be voluntary or mandated by regulation. <p>Entities participating in this ecosystem and interacting with the <strong>European Digital Wallet</strong> must meet several prerequisites:<br>✅ Be registered in Trust Lists<br>✅ Be identified/authenticated using electronic certificates</p>

<h2 class="wp-block-heading"><strong><strong>Trust Lists: The pillars of the European Digital Wallet’s trust model</strong></strong></h2>



<p>Introduced by the eIDAS Regulation in 2014, the concept of Trust Lists requires Member States to establish, maintain, and publish <em>&#8220;trusted lists of qualified trust service providers and the services they provide.&#8221;</em></p>



<p>At the heart of the EUDI Wallet ecosystem, this trust list model has been expanded to include all actors in the system, ensuring reliability and interoperability. Any entity operating within this environment must be registered, enhancing transparency and security at the European level.</p>



<p>Trust lists include:</p>



<ul class="wp-block-list">
<li>Entities and the services they provide</li>



<li>Associated information, such as electronic certificates, allowing authentication of these entities</li>
</ul>



<p>The registration process and entity obligations are governed by eIDAS and its implementing regulations, requiring strict management and audit practices, particularly for qualified providers.</p>



<h2 class="wp-block-heading"><strong>Registration and Requirements for Trust List Entities</strong></h2>

<h3 class="wp-block-heading">For <strong>Wallet Providers</strong></h3>



<p>Every wallet provider must register on a dedicated trust list, managed at the national level. This includes:</p>



<ul class="wp-block-list">
<li>The provider itself</li>



<li>Its certified wallet solution, listed in its home Member State’s trust list</li>
</ul>



<p>Once validated, the Member State notifies the European Commission. If the registration and notification processes are successful, the provider’s <strong>Trust Anchor</strong> (root certificate) is added to a dedicated wallet trust list.</p>



<p>When issuing a PID or attestation, the PID provider or attestation provider can rely on these trust anchors to verify the authenticity of a <strong>Wallet Unit Attestation</strong> (WUA) signed by the wallet provider.</p>



<p>Once registered, the wallet provider can activate wallet units for end-users.</p>

<h3 class="wp-block-heading"><strong>For Qualified &amp; Public Sector Attestation Providers (Pub/Q-EAA Providers)</strong></h3>



<p>These entities must register on a specific trust list, managed nationally, and obtain an access certificate issued by a Certificate Authority (CA).</p>



<p>This access certificate authenticates attestation providers to wallets, ensuring their legitimacy.</p>



<p>To enable third parties to validate electronic attestations, the provider’s <strong>Trust Anchor (root certificate)</strong> is also registered on a dedicated attestation trust list.</p>



<p>Certificate Authorities responsible for issuing <strong>access certificates</strong> must also be registered in a specific trust list, ensuring transparency and security.</p>



<p>🔹 <strong>Requirements:</strong></p>



<ul class="wp-block-list">
<li>Publish terms of service and policies</li>



<li>Conduct risk assessments</li>



<li>Comply with security &amp; management standards</li>
</ul>



<p>Public sector attestation providers must undergo audits—likely based on existing standards—to match the reliability level of qualified providers in identity and attribute verification.</p>



<p><em> PID Providers follow a similar process to Electronic Attribute Attestation Providers.</em></p>

<h3 class="wp-block-heading"><strong><strong>For Relying Parties (Service Providers)</strong></strong></h3>



<p>Any service provider that wants to interact with digital wallets must also register on a specific trust list at the national level and obtain an access certificate.</p>



<p>As with other entities, an access certificate is issued by a Certificate Authority, allowing authentication with wallets.</p>



<p>A dedicated <strong>Relying Party Instance Access CA</strong> trust list ensures the reliability of this process.</p>



<p>Additionally, a <strong>specific registration certificate</strong> is issued to service providers, specifying which user data they are authorized to request.</p>



<p>🔹 <strong>Prerequisites &amp; Requirements:</strong></p>

<li>Registration via the European Commission&#8217;s procedures</li>



<li>Submission of company details &amp; intended wallet use</li>

New trust lists will also be required for the EUDI Wallet ecosystem.<br><br><strong>What will be the formats of the new trusted lists?</strong> <br>Current ETSI TS 119 612 standards do not account for wallet providers, PID providers, or certificate authorities. <h2 class="wp-block-heading"><strong>In summary</strong></h2>



<p>The success and adoption of the European Digital Wallet largely depend on the trust users have in managing their digital identity independently. Trust List mechanisms, ensure reliability, transparency, and interoperability. However, updates are needed to accommodate the wallet ecosystem’s unique requirements, particularly regarding trust list management and format.</p>



<p>As we move towards the EUDI Wallet’s implementation, collaboration and standardization efforts will be critical in establishing a robust trust framework. Through active participation in standardization bodies such as ETSI, iDAKTO remains committed to enhancing trust and security in this ecosystem. </p>
